History of the Department

Ministering to the needs of the homeless has always been an integral part of The Salvation Army.  As early as 1880, we began to reach out to homeless and hungry men and women in New York City.  In 1891, The Salvation Army opened its first men’s food and shelter depot in Greenwich Village, in New York City.  Soon after, a shelter for women – called the Daybreak – opened in the Bowery section of the City.

Our services have grown considerably since the 1880s. 

In the mid-1980's, New York City initiated efforts to privatize its homeless shelters.  Contracting with such not-for-profit organizations as The Salvation Army, the City sought providers able to specialize in social services for New York’s needy and homeless populations.  Building upon a history helping the homeless, the Greater New York Division began responding to proposals in 1987 to assume operation of New York City homeless shelters. 

We managed two of the first contracted shelters. Now we have grown to include 16 programs including:

v                  seven homeless shelters

v                  one drop-in center for homeless adults

v                  three homeless outreach programs

v                  an SRO for formerly homeless veterans

v                  three employment programs

v                  one program which assists homeless individuals or families to return to their homes outside of New York City. 

 

In 1995, the Greater New York Division formally established the Homeless Services Department to coordinate the growing number programs contracted with the New York City Department of Homeless Services.  Please review the following list detailing the comprehensive scope of our services.

v                  Borden Avenue Veterans Residence  410-bed shelter for homeless male veterans in Long island City, Queens.  The first and largest homeless shelter for veterans in the United States.  Opened November 1987.

v                  Homeward Bound transportation resource for stranded individuals and families July 1998

v                  Northport Veterans Residence  30 day emergency shelter located on the Veterans Administration Medical Campus (VAMC) with capacity to assist 87 homeless male and female veterans from Suffolk and Nassau counties in Long Island.  Opened July 1997.

v                   Jamaica Women’s Triage and Referral Shelter  A 65 bed emergency “assessment” shelter located in the Jamaica Armory, Jamaica, Queens.  Opened July 1996

v                   Kingsboro Men’s MICA Shelter  80 bed modified therapeutic community (TC) shelter for homeless mentally ill chemical abusers.  Located in Flatbush, Brooklyn.  Opened August 1998.
